2026 Candidates Night – Town Council Candidates

Candidates:

Bill Carman

In 2005, after a car burned in front of our home in Oakland while police dispatch put us on hold for 45 minutes, we decided to move to Moraga.

I learned that being prepared matters — so I became a trained Lamorinda CERT member and sworn Contra Costa County Animal Response Team (CART) volunteer, deployed to multiple major California emergencies including Moraga’s 2017 Campolindo hillside fire.

For over 20 years I have served this community through volunteer leadership. Elected CAPRCBM President and Director — the California Association of Park and Recreation Commissioners and Board Members — advocating for parks, trails, recreation, and open space statewide.

Moraga Parks and Recreation Commission, including as Chairperson; Moraga Traffic Safety Advisory Committee (TSAC); Moraga Bicycle Pedestrian Master Planning Committee; Livable Moraga Road Committee; and Moraga Center Specific Plan Committee.

In 2018, I walked and GIS-mapped Moraga’s trails — existing, proposed from planning documents, and key connectivity gaps — producing three reports presented to the Parks and Recreation Commission and Town Council, documenting how trail access was lost and how much could be preserved through negotiation.

Planning our parks and sports fields must reflect community needs — preserving public access is essential to what makes Moraga home. Moraga’s history of shared field agreements — like the Camino Pablo partnership funded by Measure WW — shows what’s possible when the town and other agencies work together.

My commitment: preserve Moraga’s character, parks, open spaces, and well-maintained roads — while navigating state mandates without surrendering local control, and finding common ground even when it’s hard.

Prepared to serve. Ready to listen. I am asking for your vote.

Kerry Hillis

FRESH IDEAS.
STRONGER MORAGA.

Hi, I’m Kerry Hillis. As your Mayor and a member of the Town Council, I bring fresh thinking, the energy to find common ground, and the drive to turn good ideas into action for Moraga.

MORAGA CAN STAY MORAGA AND STILL BE MORE.

That’s why I’m running again. In my first term on the Town Council, I’ve worked to get important things moving on parks and recreation, infrastructure, and housing. Now, a lot of that work is moving from planning toward visible results.

When my family moved to Moraga in 2017, I thought I was finished with politics. Then pedestrian-safety problems on Moraga Road brought my neighbors and me together to ask the Town Council for action. That was my first step into Moraga town affairs.

It showed me what can happen when neighbors come together and local government gets to work.

That experience also got me thinking more broadly about what Moraga can be. I don’t believe Moraga has to choose between preserving what we love and making our town work even better. The best solutions add rather than subtract. We can protect our hills, open space, and neighborhoods while improving parks, mobility, housing choices, local amenities, and Moraga’s long-term financial strength.

The next term is about keeping that work moving, building on what we’ve started, and making sure Moraga remains a remarkable place for the next generation.

Steve Woehleke

Moraga is an exceptional community. For nearly four decades, my wife Peggy and I have been proud to call Moraga home and to raise our daughters here. Like many families, we chose Moraga for its outstanding schools, safe neighborhoods, and unique small-town character.

Throughout our years in Moraga, we have actively participated in and volunteered for schools, youth sports, Scouts, Kiwanis, community organizations, and town programs. Peggy continues her community service through the Moraga Park Foundation, Friends of the Moraga Library, and the Moraga Garden Club.

My commitment to Moraga extends beyond community volunteering. Over many years, I have served on the Design Review Board, Planning Commission, Hacienda Foundation Board of Directors, and Town Council, including leadership roles in each organization. These experiences have given me a deep understanding of how thoughtful decision-making helps preserve and enhance our community.

As a Council Member, I believe my most important responsibility is to make informed, balanced decisions that reflect the interests of all Moraga residents. I approach every issue with careful research, active listening, respect for differing viewpoints, and a commitment to the policies and values embodied in Moraga’s General Plan, Municipal Code, and Design Guidelines.

Moraga faces important opportunities and challenges in the years ahead. We must continue to maintain fiscal responsibility, protect public safety, preserve our parks and open spaces, support our schools, and manage growth in a way that respects the character of our community.

I am seeking reelection because I believe my experience, professional expertise, and proven record of service can continue to help Moraga thrive. I am proud of what our Town Council, staff, volunteers, and residents have accomplished together, and I remain committed to working collaboratively for the benefit of all Moragans.

I respectfully ask for your vote and your support. I welcome the opportunity to hear your concerns, discuss your ideas, and earn your endorsement as we work together to preserve what makes Moraga such a special place to live.
